1. Lad os huske en ting – offentlige virksomheder eller banker har stor egenkapital taget fra de skatter, vi betaler;
2. Hvad forventer vi, når vores penge investeres i en enhed; det sikreste bedst mulige afkast?
3. Hvis PSUer / PSBer taber, giver meget dårlige afkast, hvad forventer du at gøre ?? hvis interesser prøver du at beskytte? ansatte i disse enheder, der udgør måske mindre end 1\% af befolkningen? ; 99\% af befolkningen betaler for 1\% ???
4. Hvis PSUer / PSBer ikke er i stand til at levere de bedste produkter / tjenester, hvem lider; os alle ; Så ender det med at betale mere for et dårligt produkt / en tjeneste, betale mere skat for at kompensere for tabet af PSUer ???
5. Hvorfor kan PSUer ikke køre effektivt som nogle private enheder gør? ja nogle private enheder er værre end mange PSUer, nogle PSUer gør det ganske godt
6. Men generelt har PSUer / PSBer ikke fuld autonomi; de kan ikke få det bedste talent, beholde dem; den dårlige del er det bedste talent fra den offentlige sektor efter at have fået den bedste træning / erfaring, migrerer til den private sektor; PSUer kan ikke tage hurtige beslutninger om nye produkter, tjenester, modernisering, nye investeringer; for meget bureaukratisk / politisk indblanding
7. Den private sektor med dybe lommer kan løbe tør for PSUer
8. Govter kan bare ikke gøre miljøsystemet identisk med MNCer / topvirksomheder i den private sektor; massive investeringer, F&U, risici, fusioner, opkøb
9. Nogle mennesker hævder, at PSUer kan sikre en modererende rolle på markedet; de kan holde priserne lave Svaret er, at hvis vi sikrer et meget konkurrencepræget marked uden nogen kartelisering, skal forbrugeren være i stand til at få det bedste produkt / service / pris
10. Men lad os være klare; Vi har muligvis stadig brug for den offentlige sektor, f.eks. For at give uddannelse / sundhedspleje gratis, for at levere vand / dræning, motorveje, noget minimumsniveau for offentlig transport
11. Vi har brug for PSUer til at investere i grænseteknologier som nuklear energi , Rum
12. Nogle selv de mest udviklede lande bevarer en vis offentlig sektor; men de har modne modeller for at give dem autonomi; Hvem tror du giver maksimale investeringer til F & U, regering eller gennem nogle offentlige institutioner;
13. Den bedste del er udviklede Lande får det bedste ud af deres offentlige og private sektor; Hvis deres regeringer beslutter at lukke nogle PSUer, er der ingen vugger til kroppen; Hvis deres regeringer finansierer den private sektor, er der ingen krybber igen
14. Men vi sidder fast på hver front; ikke i stand til at få det bedste ud af vores PSUer eller gøre det muligt for vores private sektor at få det bedste ud
15. Nu til hovedspørgsmålet; hvad er formålet med Governance-systemet ?? Ikke for at drive monopoler, ikke drive virksomheder, ikke for at give direkte beskæftigelse, ikke for at udøve magt over statslige institutioner
16. Formålet med regeringssystemet er at sikre, at dets borgere ikke sidder fast med mangel på produkter / tjenester, sikre tilstrækkelig kapacitet, konkurrence, tilvejebringe ordentligt miljøsystem for virksomheder til at blomstre, få økonomien til at vokse, folk får nok muligheder, gøre folk dygtige, gøre landet konkurrencedygtigt og gøre landet til en teknologileder
17. Regering har nok på sin plade – At foretage langsigtede politikker, reformer, landets forsvar, lov og orden, udenrigsrelationer, foretage langsigtede investeringer i grænseteknologier
18. Kommer til økonomi og virksomheder, skal regering spille rollen af en facilitator, en katalysator; sikre nødvendige forbindelser mellem landbrug, industri og tjenester Spil en ordentlig lovgivningsmæssig rolle, sørg for let forretning
19. Styring er ikke centralisering af magt, kontrol; det er at muliggøre ting, regulere ting, hvor det er nødvendigt, på en positiv måde
